Manchester & Oldham Selective Licencing Consultations

The Housing Act 2004 gives Councils the power to introduce the licencing of private rented homes, in an area which meets certain criteria. This is called Selective Licencing. Selective licencing is more prevalent in areas where there’s one or more of these issues:

  • A low demand for houses – with few people wanting to live there
  • Significant and persistent problems with antisocial behaviour
  • Houses that are in a poor condition
  • People only renting houses for a short period of time
  • A lack of basic necessities
  • High levels of crime

To get a licence the landlord or managing agent would have to pay a fee set by their local authority and meet certain standards which affect the way the property is managed.

Manchester City Council are consulting on plans to introduce ‘selective licensing schemes’ for privately rented properties in new areas of Manchester to ensure the fair and proper treatment of tenants and the safety of rental properties. In these areas private landlords will need a licence to rent out each property.

Landlords in the selected areas can have their say on the proposed schemes via an online questionnaire (links below), which closes on Wednesday 14 April 2021.

•  Ben Street: Clayton and Openshaw ward

•  Trinity: Harpurhey ward

Oldham Council are currently consulting on a proposal to introduce a new selective licensing scheme for all private landlords in certain parts of Oldham following the expiration of the previous scheme.

Over the last five years the Council has been carrying out licensing of private landlords in other areas of Oldham due to these areas being in low housing demand.
